I hope you are good.

Is template importer a different user right that needs to be requested separately,or it is already assigned when one is an admin of a local wiki? This is to import templates from English wikipedia to a local wiki like this.

Note,i am not requesting the rights here,i would do that on meta,but i am asking how the right works/granted.
